This is a EXCELLENT CRAFTSMANSHIP made strong complete wood with iron hooked doors that come completely off. 
Hand painted. 
This may possibly be French I am not sure. 
It has some damages from age
Water marks
Tiny chipped paint
And one of the cabinet doors has swiped a bit and is slightly tight to close.
